The Tennessee Highway Patrol says Wiggins was found near the tree line along Stinson Road, which is near the Dickson County-Hickman County line.
Sheriff Jeff Bledsoe and Jason Locke of the TBI admitted investigators did't know where Wiggins was, but they followed every lead and investigated every tip.
Authorities say Wiggins was arrested Friday after a two-day manhunt. He was found dead Wednesday morning, spurring a nationwide search.
Video evidence and other elements from the scene helped the TBI identify Wiggins as a suspect.
Baker discovered the vehicle had been reported stolen, Bledsoe said. Baker was later found dead inside his vehicle in a wooded area two or three miles from the scene.More news: Jordan: thousands protest against IMF-backed austerity measures
A reward for information leading to Wiggins' capture grew to $46,000 after contributions from Tennessee Gov. Bill Haslam, federal law enforcement agencies and police associations from various cities.
Bledsoe cried Friday as he read a statement from Baker's wife, Lisa, thanking the community for their support and law enforcement for their work in apprehending "the suspects that have forever changed our lives".
"I would like to ask our family, friends and community to help our daughter, Meredith, to always know how wonderful and awesome her father is", the statement said.
Erika Castro-Miles, described as an acquaintance of the suspect, told police Wiggins had been "doing meth all night and smoking marijuana" before assaulting her and stealing her vehicle from a motel Tuesday morning in Kingston Springs, Tennessee, the police report said.
The report says 38-year-old Erika Castro-Miles told police early Tuesday that Wiggins had slapped her in the face and pulled out some of her hair, then put a gun to her head and threatened to kill her if she called police. Castro-Miles also told police Wiggins had been "doing meth all night and smoking marijuana".
Sergeant Baker was a U.S. Marine Corps veteran and had served with the Dickson County Sheriff's Office for 10 years.
Both Wiggins and Castro-Miles are being held without bail, the district attorney's statement said.
Authorities captured murder suspect Steven Wiggins, 31, after a dayslong manhunt following the death of a Dickson County deputy on Wednesday. The woman fled and hid under a house before she was arrested.
