Senior officials of the rival Koreas gathered at the border village of Panmunjom on Tuesday for their first formal talks in about two years.
But beyond the Olympics, the North will use these talks to strengthen their claim that they are a fully fledged nuclear state.
South Korean officials earlier said they also suggested resuming temporary reunions of families separated by war.
"At least the telephone hotline is open". The hotline was one of many shut down as inter-Korean relations soured.

As a first step after Kim's speech, South Korea agreed to postpone military exercises with the US until after the Winter Olympics and Paralympics end. "Seoul already proposed those things: let's get our militaries talking and lets reunite families".
North Korea ramped up its missile launches previous year and also conducted its sixth and most powerful nuclear test, resulting in some of the strongest global sanctions yet.
After negotiations between the two countries, however, there was no immediate sign that officials from the North were willing to discuss the more serious issues threatening peace on the peninsula, including the regime's rapidly advancing ballistic missile and nuclear programme.
The talks reconvened on Tuesday afternoon. "I think a certain level of success must be guaranteed". "We've been down this road before ... in nearly every instance, ultimately we've been disappointed".
China's Foreign Ministry said it was happy to see talks between North and South Korea and welcomed all positive steps.

Ri Son Gwon, the head of the North Korean delegation and the chairman of the Committee for the Peaceful Reunification of North Korea, set an optimist tone for the meeting. Although North Korea missed the deadline to participate in the 2018 games, the International Olympic Committee could still extend invitations to compete.
It was also the first time since President Moon took office last May that North Korea showed any interest in bilateral dialogue.
Negotiations on North Korea's terms were not likely to focus on the existence of their nuclear weapons, but on how much support Pyongyang could extract from Seoul. North Korea is now to send a delegation to the Winter Olympics in South Korea next month.
Seoul has been keen to proclaim the Games in Pyeongchang, just 80 kilometres (50 miles) south of the DMZ, a "peace Olympics" but it needs Pyongyang to attend to make the description meaningful.
If the United States is determined to strike North Korea despite the risks, they have a few options, each with their own advantages and disadvantages. It won seven medals across weightlifting, gymnastics, shooting and table tennis in 2016.
Kim raised the possibility of starting the talks in a New Year's Day speech.
