However, it appears similar to fragments of a rucksack that were seen in images leaked to the New York Times on Wednesday.

The Libyan anti-terror force that arrested the men said in a statement that the brother, Hashim Abedi, 18, confessed that he and his brother were linked to the Islamic State group and that he was aware of the arena bombing plan.

Police on Tuesday raided his house, using a controlled explosion to blast down the door. And, as I said, it continues at apace. We are with you Manchester.

British police have identified Salman Abedi, 22, as the bomber behind an attack on an Ariana Grande concert Monday in Manchester, England.

"I spoke to [Salman Abedi] about five days ago. there was nothing wrong, everything was normal", Ramadan Abedi told Reuters, moments before he was arrested.

Abedi's brother Hashim has reportedly been arrested in Tripoli, Libya, on suspicion of links to the Islamic State Group which claimed responsibility for the suicide bombing.

Abedi, who was reportedly born in the Libyan parents, is believed to have traveled to Libya recently, according to multiple media outlets that cite US officials with knowledge of the investigation.

Asked about reports that Abedi had recently returned from Libya, Interior minister Amber Ruddsaid she believed that had now been confirmed. Her French counterpart Gerard Collomb said he had links with ISIL and had probably visited Syria as well.

French Interior Minister Gérard Collomb also appeared to breach protocol Wednesday, telling French television that Manchester attacker Salman Abedi had traveled to Syria and that he had "proven" ties to the Islamic State before the United Kingdom authorities had confirmed this. British officials have also told The Associated Press that Salman was known to intelligence services and police.

A senior Whitehall official said United Kingdom ministers had made clear their outrage to Washington, who they blame for the leaks, in what they describe as an "unacceptable" breach of trust.

Adam Schiff, the ranking Democrat on the House intelligence committee, told reporters on Wednesday he understands the concern about U.S. leaks possibly harming the United Kingdom police operation.

May, who will press for members to increase defence spending in line with North Atlantic Treaty Organisation commitments, will cut short the next leg of her trip to Sicily, where the Group of Seven major powers will hold a two-day meeting, and instead leave on Friday.

The suspected bomber grew up in Manchester's southern suburbs and once attended Salford University there. A 23-year-old man was arrested in the south of the city yesterday.

The UK was put on its highlest level of alert following the attack.

The attack also elicited painful memories of the 2015 terror attacks in Paris, where most of the 130 killed were at the Bataclan concert hall. Rudd said Britain's operational security could be harmed by the leaks, taking "the element of surprise" away from security services and police. An initial deployment of 984 had been ordered, first in London and then elsewhere.

In addition, hundreds of troops have been deployed to guard key landmarks and possible targets, including Downing Street and Parliament, in order to reduce pressure on the police.

"Right now, her main headspace and focus is the victims and how she can help".

Three men have been arrested in connection with the Manchester concert bombing as a huge investigation into the attack gathers pace.

"Due to the tragic events in Manchester the Dangerous Woman tour with Ariana Grande has been suspended until we can further assess the situation and pay our proper respects to those lost", the statement said.

Chelsea soccer club said it had cancelled a victory parade that had been scheduled to take place on Sunday to celebrate its Premier League title.
