North Korea War a 'High Possibility,' South Korea's New President Says

19 May 2017

Needless to say, the comments were met with a great deal of puzzlement in the worldwide community, given Kim's mercurial, iron-fisted rule and his expansionist goals, especially with South Korea in his cross-hairs.

So said President Donald J. Trump a little over a week ago about North Korean dictator Kim Jong Un.

"The risky behaviour by North Korea is not just a threat to the Korean's a threat to China, it's a threat to Russia", Harris told an academic forum in Tokyo.

In what both governments hoped was a major step forward, the two countries had agreed in 2015 to a deal created to end a row over Korean "comfort women" forced into sex slavery for Japanese soldiers during the World War II.

Haley previously indicated that new sanctions could target oil, a critical import for North Korea mainly from China, and she added that the U.S. also wanted sanctions on organizations and businesses in third world countries that are helping Pyongyang.

Another development that may complicate Moon's plans for renewed dialogue with North Korea is the massive cybercrime attack against computer systems across the world this weekend. US Disarmament Ambassador Robert Wood said yesterday that China's leverage was key.

Moon made the comments after stating that he wanted to reopen the channels of communication with the North.

South Korean Defense Minister Han Min-koo confirmed North Korea launched a missile Sunday which was large enough to carry a nuclear warhead and with the range to possibly deliver that warhead against targets on the mainland United States.

Washington, she said, would consider talks with Pyongyang only if the country halted all nuclear and ballistic missile tests.

The trajectory of the Hwasong-12 showed that it would have been capable of reaching Guam, where the United States maintains the U.S. Andersen Air Force Base, which is located 3,500 kilometers (2,200 miles) away from North Korea, according to Schilling. In his remarks about North Korea on Wednesday, Moon stressed the importance of having "defense that is not only in words but in real capability".

Pyongyang has carried out two atomic tests and dozens of missile launches since the beginning of a year ago in its quest to develop a missile capable of delivering a nuclear warhead to the continental United States. North Korea has also launched satellites into orbit on long-range rockets that share some of the same technology as missiles.

Moon took office last week after winning an election triggered by the ouster of his conservative predecessor, Park Geun-hye, who was removed from office and jailed in March over corruption allegations.

North Korea has been "a flagrant menace for far too long", the statement said.

While Trump has said he'd be "honored" to talk with leader Kim under favorable conditions, Haley seemed to rule out the possibility.

"With the missile impacting so close to Russian soil, in fact - closer to Russia than to Japan - the President can not imagine that Russia is pleased", the statement said. The missile would likely be capable of striking the US territory of Guam. "He also asked me to come and engage in deep dialogue".
